Swifty Zeus is a 32 bit Windows application that can extract layers in a SWF file as separate SWF files. Intended for viewing the layer structure.

After running zeus.exe, you can open a SWF by using the File | Open option, the open button on the toolbar or simply dragging and dropping a SWF file. Some SWF information will be shown on the top and you'll be able to extract layers using the toolbar button or File | Extract Layers... command. You'll be first asked to choose a folder to save the files.
